Thomas Shannon Barry

Attorney

 

Thomas Shannon Barry (J.D. Duquesne University) is an attorney, as well as the founder and CEO of the Pittsburgh law firm, Thomas S. Barry & Associates, located in Pittsburgh’s Southside neighborhood.  Thom is a highly experienced trial lawyer with over 25 years of civil litigation experience. His specialties include municipal law and civil litigation (including jury, non-jury and arbitration). In his long career, Thom has successfully represented corporations (including a Fortune 500 company), municipal bodies, and individuals. He has successfully advocated for clients in complex issue cases including: commercial and corporate disputes, municipal law, construction litigation, automobile, motorcyle and truck accidents, industrial injuries including Workers' Compensation claims, issues concerning deficient products and liquor license law violations.

 

Since 1999, he has received and maintained an AV Preeminent Rating by Martindale-Hubbell, the “highest possible rating in both legal ability and ethical standards.”

 

Thom is a highly skilled advisor to business and individual clients. He firmly believes that his clients must be fully informed as to the issues and procedures of law which will affect the outcome of their cases. Thom seeks to involve his clients not only in decision making but in all aspects of the litigation or legal matters at issue. He ensures that his clients are comfortable with the court process which allows for presentation of the best case to a jury, judge or arbitration panel.

Education and Licensing

Thom earned his Juris Doctor from Duquesne University's School of Law in 1987 and his Bachelor Degree from the University of Pittsburgh in 1981.

Thom is licensed to practice in Pennsylvania State and Federal Courts. He has represented multiple clients out-of state pro hac vice.

 

Community Service

A longtime Southside resident and business owner, Thom is currently a Board member of the South Side Chamber of Commerce and is that organization's delegate to the South Side Planning Forum. He has also served on the Board of the South Side Local Development Company and the Mayor's Advisory Committee to the South Side.

 

 

 

Amy R. Schrempf

Attorney


Amy is a 2001 cum laude graduate of the University of Pittsburgh School of Law. Amy spent a year clerking for the Honorable Peter Paul Olszewski in the Pennsylvania Superior Court before joining the firm in 2002.

 

Amy focuses on municipal law, specifically municipal collections, eminent domain and construction projects. Amy serves as solicitor for various zoning boards and municipal clients, addressing all issues related to such appointments. She has developed and  instituted collection plans for municipal clients thereby increasing delinquent collection rates. Amy is solely responsible for all eminent domain activities, including easements, right-of-ways and full taking for both private and municipal clients and is familiar with Eminent Domain Code, Private Road Act and Easement/ROW law. 

 

Amy coordinates construction projects with municipal clients and other professional staff and is competent with the use and application of engineer's plans, drawings and viewer's plans. She also monitors compliance for Consent Orders with regulatory agencies for municipal clients. Amy has also served as owner's counsel in seven municipal bond issues, ranging from 1.8 million to 7 million, and served as owner's counsel in two Penn Vest loan closures.

 

Amy's expertise also includes a full range of litigation experience, from uncontested motions to trials.

 

Amy currently serves as the Chair of the Allegheny County Board of Property Assessment Appeals and Review.

W. Timothy Barry

Attorney


Tim graduated from the University of Pittsburgh's School of Law in 1979. Over the years, Tim has provided a broad range of legal services to his clients. He has, throughout his career, concentrated in management labor relations and employment law for employers in both the private and public sector, including litigation and claims involving civil rights, discrimination, labor arbitration, work stoppages and proceedings before the National and Pennsylvania Labor Relations Boards. He gives his clients advice and experience concerning a full scope of employment law issues. His labor relations experience compliments a general business and municipal practice.

 

Tim has argued significant appellate cases before the Commonwealth Court, Superior Court and Supreme Court of Pennsylvania. He has also presented cases to the United States Court of Appeals for the Third Circuit and the Supreme Court of the United States.

 

Tim's concept of providing competent legal services starts with being accessible to his clients and he is personally committed to providing a high level of quality services to his clients, based upon a wide range of experiences. This approach offers practical, legal advice so that his clients are able to make prudent economic and business decisions.
